Advice on the location and assessment survey (presumptive survey)

An asbestos type 1 survey does not involve sampling to identify asbestos containing materials (ACM). The survey is undertaken to identify, as far as is reasonably practicable, the location of all presumed asbestos containing materials in non-domestic buildings, along with their condition and the extent of their usage.

In order to ensure health and safety, regulations require that all areas must undergo inspection otherwise they will be presumed to contain asbestos. As a consequence, duty holders bear present and future costs of managing all materials, including non asbestos materials. This is because the overriding criteria and presumption assumes that all materials that can reasonably be expected to contain asbestos, do contain the substance, until proven otherwise. The only materials excluded are wooden, glass and metallic materials, which beyond all reasonable doubt, do not contain asbestos. This approach affords maximum health and safety for all users of non-domestic buildings.
