Asbestos Surveying Company Guide


Information and advice on certified companies and individual surveyors for surveys within non-domestic buildings

A certified asbestos surveying company conducts surveys within buildings to identify the location, type and condition of asbestos containing materials (ACM) in buildings. Surveys are conducted either by accredited surveying companies or by certified individual surveyors. The Control of Asbestos at Work Regulations (CAWR) requires employers and duty holders to provide a safe workplace in all non-domestic buildings.

Duty holders must assess the risk, implement an effective asbestos management plan and maintain an asbestos register. This require a survey to determine the location and condition of asbestos in buildings. It is the responsibility of duty holders to appoint a qualified individual asbestos surveyor or company to perform a survey. Before appointing, duty holders should satisfy themselves that the individual surveyor or company is sufficiently qualified to undertake a survey by:
• Asking for proof of certification/accreditation
• Confirming that the survey will be performed in accordance with HSE guidance MDHS100
• Asking for proof of a recognised liability insurance

When appointing an asbestos surveying company, a duty holder should look for certification from an approved accrediting body in compliance with the standard ISO 17020. If an individual surveyor is sought, the duty holder should first check for a personnel certification from an approved accrediting body in compliance with the standard ISO 17024.

There are two additional personnel certification programmes specifically created for individual asbestos surveyors for undertaking surveys. The first is the Asbestos Building Inspectors Certification Scheme (ABICS). This certification is issued by the Faculty of Occupational Health (FOH). The second is the National Individual Asbestos Certification Scheme (NIACS). This is a collaborative programme between the Asbestos Testing and Consultation (AtaC) division of ARCA (Asbestos Removal Contractors Association) and the Royal Institute of Chartered Surveyors (RICS).
