Asbestos Building Survey


To help duty holders and employers implement effective asbestos management plans and document risk assessment within non-domestic buildings

An asbestos building survey is a regulatory requirement for all duty holders of non-domestic buildings. Regulation 4 of the Control of Asbestos Regulations 2006 requires that duty holders implement an asbestos policy as part of an effective asbestos management plan. Non compliance jeopardises the health of people within these buildings including employees, customers and others.

Duty holders are organisations or individuals who have responsibility for proper maintenance of all non-domestic premises. Non-domestic premises cover all public, commercial and industrial buildings including offices, hospitals, warehouses, factories, shops, recreational centres, universities, colleges and schools.

By law, surveys can only be undertaken by certified building surveyors. Undertaking a survey results in the production of an Asbestos Register. A comprehensive survey also provides an asbestos risk assessment report. These are intended to minimise the risk of asbestos exposure by highlighting any occurrence of asbestos containing materials (ACM) within the building(s). It is beholden upon the Duty Holder to act upon the recommendations as part of their asbestos management plan.

Three different types of asbestos building surveys are available depending on the Duty Holder's needs. They include:
• Type 1 survey
• Type 2 survey
• Type 3 survey

An Asbestos Register details observations, photos, plans and recommendations. For Type 1 and Type 2 surveys, the register will also feature a Bulk Analysis sample certificate. By law, sample analysis of asbestos materials should only be undertaken by approved laboratories.
